REQUIREMENTS AND QUALIFICATIONS:
• Good character: no serious convictions (criminal background check required), two local personal references, good credit history, and a good driving record.
• Physical condition: subject to a pre-employment physical examination and substance abuse test.
• General: familiarity with the area; residency in the work area is strongly preferred.
• Education: high school diploma or GED required. Additional education in residential construction methods, home inspections, or interpersonal communication is preferred.
• Experience: at least one year of residential housing inspection experience preferred.
• Skills: proficiency with office equipment, light typing, handheld devices, standard computer applications (word processing, databases, spreadsheets), and custom software.
• Transportation: valid driver’s license on file at all times and ability to use a personal vehicle for Housing Authority business.
• Certification – Must pass Lead Based Paint Visual Assessment Training and Nan McKay & Associates “Section 8 Housing Quality Standards” / Inspire training and certification exam (or similar industry training / certification) by end of evaluation period. Individuals already possessing job related certification are considered preferred applicants.
All listed requirements and qualifications are required for hire and must be maintained throughout employment. The Housing Authority may impose additional job-related requirements as needed.
GENERAL CONDITIONS
- This full-time position requires the ability to work effectively with the public and staff. Much of the work is performed independently in the field with minimal direct supervision.
- The employee must perform inspections satisfactorily and make sound housing quality and compliance determinations.
- This ongoing full-time position is subject to all Housing Authority personnel policies. It normally includes 37.5 scheduled hours during business hours, with occasional evening or weekend work. The position is non-exempt under federal wage and hour laws.
- Assigned duties will align with the attached Inspection Duties, which may be revised periodically, and will be performed under the supervision of the Deputy Director in accordance with policies and regulations set by the Board of Commissioners and Executive Director.
DESCRIPTION OF DUTIES
- Maintain working knowledge of federal laws, HUD regulations and guidelines, and SCCHA policies and procedures related to the Section 8 Housing Choice Voucher Program, especially Housing Quality Standards (HQS), rent reasonableness, lead-based paint hazards, utility allowances, and dwelling unit eligibility and compliance.
- Maintain awareness of local rental housing market trends, including housing quality, rental rates, leasing, and maintenance practices, through research and communication with staff.
- Maintain working knowledge of HUD/FHA minimum property standards and applicable national and local building, housing, fire, and safety codes.
- Maintain working knowledge of construction and maintenance methods, including basic residential electrical, plumbing, and carpentry.
- Perform the following tasks in a timely manner for all assigned initial, annual, interim, and special inspections:
a. Schedule and perform inspections efficiently to maximize staff time and resources.
b. Conduct inspections in accordance with Housing Quality Standards, HUD regulations, and SCCHA policies and procedures.
c. Accurately document inspection findings on required forms and maintain inspection history files.
d. Notify property owners and participants of inspection findings through reports and professional written correspondence.
e. Complete and process inspection reports, correspondence, and related paperwork on time.
f. Enter all inspection-related information into the in-house computer system.
g. Counsel participants on program compliance, maintaining cooperative relationships with property owners and neighbors, housekeeping, and move-out procedures.
h. Investigate and report suspected fraud or abuse to supervisors.
- Maintain strict confidentiality of participant information in SCCHA files, including income, rent contribution, address, and employer information.
- Interact with employees, supervisors, participants, property owners, and the public in a controlled, courteous, and professional manner.
- Handle tenant and landlord complaints and help resolve disputes.
- Negotiate rents with landlords.
- Perform other related duties as assigned to support efficient operations, including maintenance of Central Office vehicles
