Banning Commission

All admission counselors abide by local, state and federal laws applicable to the outreach, recruitment and admission practices related to undergraduate outreach.

• Ban inducements, including any gratuity, favor, discount, entertainment, hospitality, loan, transportation, lodging, meals, or other item having a monetary value of more than a de minimis [defined as “an insignificant amount”] to any individual or entity, or its agents including third-party lead generators or marketing firms other than salaries paid to employees or fees paid to contractors in conformity with all applicable laws for the purpose of securing enrollments of potential students including service members or obtaining access to all federal funds.
• Refrain from providing any commission, bonus, or other incentive payment based directly or indirectly on securing enrollments or federal financial aid (including Department of Defense Tuition Assistance funds) to any persons or entities engaged in any student recruiting, admission activities, or making decisions regarding the award of student financial assistance. 
• Refrain from high-pressure recruitment tactics such as making multiple unsolicited contacts including contacts (3 or more) by phone, email, or in-person, and engaging in same-day recruitment and registration for the purpose of securing enrollments.

High-Pressure Recruitment Tactics

Federal law, regulations, and the Department of Defense (DoD) Voluntary Education Partnership Memorandum of Understanding (MOU) prohibit Southwestern Illinois College from providing incentive compensation to employees and third parties based, in any part, on their success in securing student enrollments or awarding Title IV funds.

Southwestern Illinois College employees and third-party contractors shall refrain from using high-pressure recruitment tactics, such as making multiple (three or more) unsolicited contacts by phone, email, or in-person.  SWIC shall also refrain from engaging in same-day recruitment and registration for the purpose of securing military enrollments.

Military Advisement

Southwestern Illinois College recommends all active duty military students consult with their Educational Services Officer (ESO) or Counselor within their military service before submitting an application for admission. Once they are ready to begin, students can contact one of our military and veteran admissions advisors. 

Readmission for Military Servicemembers

Southwestern Illinois College acknowledges that students may be temporarily unable to attend classes or be required to suspend their studies in order to perform military service. SWIC encourages such students to resume their education once a military service obligation has ended and adopts this policy to ensure the timely readmission of such students.

In accordance with federal regulations, 34 C.F.R. § 668.18 and the Department of Defense (DoD) Voluntary Education Partnership Memorandum of Understanding (MOU), the College will promptly readmit servicemembers who seek readmission to a program that was interrupted due to a uniformed service obligation.

This policy shall apply to: (1) servicemembers who are unable to attend classes for more than 30 consecutive days; and (2) servicemembers who are unable to attend classes for less than 30 days when such an absence would result in a withdrawal from the university.

A student is eligible for readmission under this policy if, during an absence, the student performs uniformed service, voluntary or involuntary, in the Armed Forces, including the National Guard or Reserve, active duty, active duty for training or full-time National Guard (under federal authority).

A student must provide oral or written notice of a uniformed service obligation to the Financial Aid and Veteran Services Office as far in advance as possible unless precluded by military necessity. Such notice does not need to indicate when the student will return to the College. A returning student will be readmitted into the same academic program the student was enrolled in prior to the military service obligation. If the exact program no longer exists, the student must be admitted to the program that is most similar, unless the student requests or agrees to admission to a different program. Returning students will be reenrolled with the same enrollment status, number of completed credit hours, and academic standing as the last academic year of attendance.
